Overlook Systems Technologies, Inc. is a small business specializing in professional technical and engineering services.  Since 1987, Overlook has provided a broad spectrum of timely, responsive, and cost-effective engineering, professional, technical, and programmatic services to US Government, international government, and commercial clients.

In particular, Overlook has extensive knowledge and experience in all aspects of the Global Positioning System (GPS) as well as various non-GPS Positioning, Navigation, and Timing (PNT) policy, acquisition program analysis, technologies, operations, applications and integration, vulnerabilities, and interagency issues.

These aspects of GPS, GNSS, non-satellite PNT technologies, and Navigation Warfare (NAVWAR) include implications for Electromagnetic Operations, Space and Cyberspace Operations, the National Airspace System, Radio Frequency (RF) spectrum deconfliction, and autonomous/unmanned vehicle applications.

Overlook works extensively with the US Department of Defense (DoD) and key civil sector agencies in evaluating mission dependencies on PNT, assessing PNT Assurance measures, projecting the effects of unintentional and intentional interference with GPS services, and mitigating actual impacts. Overlook maintains in-depth understanding GPS technology and modernization, including satellite performance monitoring, improved signal robustness and availability, ground control system architecture, and in-service capability timelines as the USSF moves from GPS II to GPS III SVs, from OCS to OCX control networks, and toward next-generation Military GPS User Equipment (MGUE).

Overlook directly supports national- and DoD-level policy (DoD Directive 4650.08 (a key element of joint NAVWAR capability) as well as integration with NATO-level NAVWAR policy, doctrine, operating concepts, training, and technology, operations, requirements, technology alternatives, architectures and systems engineering, and advanced security device development, as well as developmental and operational testing.  Threat analysis and system vulnerability assessments/demonstrations are a specialty. 

Overlook supports and actively maintains counterpart relationships with DoD CIO and associated Executive Committees, the Joint Staff, the Secretary of the Air Force for Acquisition, the Chief of Naval Operations (CNO), US Strategic Command and US Space Command, the US Space Force and Space and Missile Systems Center (SMC) GPS Directorate, Army Futures Command, the NSA, NRO, NASA, NATO, Department of Homeland Security/USCG, Department of Transportation/FAA, and several commercial customers.

Overlook is proud to support DoD’s newest armed service, the US Space Force. At Los Angeles AFB, California, Overlook is embedded in SMC’s GPS Directorate for GPS modernization and fielding of next-generation satellite, ground control, and user/receiver systems.

In Colorado Springs, we support SMC’s Logistics Directorate with technical documentation updates as well as ongoing hardware, software, and systems engineering projects to sustain the current-generation GPS Operational Control System (OCS) Architecture Evolution Program (AEP).
