DOD POSITIONING, NAVIGATION, AND TIMING (PNT) SUPPORT TO THE OFFICE OF THE SECRETARY OF DEFENSE

Overlook provides the Office of the Department of Defense Chief Information Officer (DoD CIO) programmatic and engineering support, technical analyses, assessments, and policy formulation support for development, acquisition, deployment, and operation of all DoD PNT systems including national security, civil, commercial, international cooperative, and other policy aspects of the Global Positioning System (GPS) and integration of multi-source PNT technologies and applications. Task areas include:

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA)

Overlook analysts support the Space Communications and Navigation (SCaN) program within the Space Operations Mission Directorate at NASA Headquarters in the areas of,

  • Policy and strategic communications for the standardization and interoperability of PNT processes.
  • Provision of space-based PNT services to support NASA operations and science mission efforts to ensure that U.S. Global Positioning System (GPS) modernization efforts support NASA’s strategic requirements with the National Space-based PNT Executive Committee (EXCOM), GPS International Working Group (GIWG), and related U.S. interagency and international venues.
  • Protecting space users from potential interference/jamming of space-based PNT signals.
  • Development of standards for PNT enablers, including geodetic reference frames as well as time and time dissemination standards to support NASA’s communication network synchronization, navigation, and science applications.
  • Coordination with the NASA Centers on technology development and technology upgrade efforts, and additional focus areas which are critical enablers to the PNT mission.
  • Coordination with the U.S. Department of State on international outreach and policy activities to support space users, including the development of interoperable capabilities with other Global Navigation Satellite Systems (GNSS).

CHIEF OF NAVAL OPERATIONS STAFF

Overlook supports the Chief of Naval Operations N2/N6E Staff by providing a broad range of programmatic and system engineering support, technical analyses, assessments, and policy formulation support. Tasks include:

  • Space Based PNT and GPS Program Support
  • Navy GPS User Equipment Program
  • Requirement development and acquisition oversight
  • Future Space-Based PNT Needs
  • NATO Navigation and NAVWAR issues
  • Space System Vulnerability and Space Control
  • Space vulnerability assessments
  • Support to Navy Space Team
  • Space control input to the Navy’s Program Objectives Memorandum (POM)/budget cycle

NAVAL AIR SYSTEMS COMMAND
Overlook supports the Naval Air Systems Command located at Naval Air Station Patuxent River with:

  • Foreign Comparative Testing (FCT) projects support
  • Air Navigation Warfare development and integration
  • GPS modernization development and integration
  • Communication, Navigation Surveillance/Air Traffic Management (CNS/ATM) support
  • Meeting, travel and logistics support

NATIONAL COORDINATION OFFICE FOR SPACE-BASED PNT

Overlook supports the legislative outreach efforts for the Space-Based Positioning, Navigation and Timing (PNT) National Coordination Office. Support includes:

  • Tracking and reporting congressional appropriations, authorizations, and other legislation related to all PNT systems
  • Formulating outreach materials that portray U.S. leadership in Global Navigation Satellite Service and interdependencies
  • Engaging congressional staff members on policy issues that may adversely affect GPS services
  • Organizing legislative outreach briefings and events on Capitol Hill to communicate the importance of civil GPS applications to U.S. national and economic infrastructure
  • Preparing monthly PNT-related policy newsletters that are circulated to congressional staff members and the PNT interagency community
  • Preparing and distributing daily media clips to the PNT interagency community
  • Assisting development for the upgrade of www.gps.gov
  • A broad range of specialized programmatic and system engineering support
  • Technical analyses and risk assessments in support of the Director of the National Coordination Office
